The urgency to build an electronic court

An electronic court (E-court) can be understood as a model of applying digital technology to court proceedings, from filing online lawsuits, serving email messages, collecting evidence..., even even organizing trial trials on a digital platform.

According to the previous procedural order and procedures, litigants may have to go to court many times to file lawsuits, supplement papers and documents, and the state of "soaking" the case file is quite common. . The longer the Covid-19 epidemic lasted, the more cases were backlogged at all levels of the court. Now, if you insist on keeping the same mode of handling and adjudicating the case, it is no longer appropriate for the situation. However, when the form of electronic courts is quite popular in many countries such as Australia, Singapore, China... Vietnam has not yet caught up with the common ground, so it is necessary to quickly build it. The birth of an electronic court will be a new and powerful step in the judicial reform along with digital transformation in Vietnam. In addition to meeting the requirements of social distancing during the Covid-19 epidemic, the e-court will help expedite the proceedings and contribute to saving costs for the State and the litigants.

Proposals related to the construction of an electronic court

There are a number of proposals following the research and evaluation of e-court models in the world.

Firstly, build an electronic office with a complete and tight system to receive petitions.

Courts need to improve the filing system, especially the system of verifying accounts registered on the website by means of identity verification with a modern level and high security.

Courts can apply blockchain technology to store data as well as ensure the integrity of the original data. Blockchain allows the transmission of data securely based on a complex cryptographic system, each block contains information about the time of creation and is linked to the previous block, the data when it was networked. 

The acceptance grid will no longer be changed. This will be an effective storage method because it satisfies the transparency requirements that the justice system needs to ensure. Blockchain unites judicial institutions into a block and empowers the information system of judicial institutions. Thanks to its strength in data allocation, blockchain gives information systems the ability to trace data and metadata, cloud computing...

After accepting the case, the electronic court will notify the involved parties, then organize an online exchange of evidence, and the parties will upload and enter electronic data into the designated website.
